Assam Approves 24X7 Operations for Shops in Key Cities, Liquor Hours Remain Restricted

Assam Approves 24X7 Operations for Shops in Key Cities, Liquor Hours Remain Restricted

In a significant policy shift aimed at revitalizing the state's economy, Assam has announced that all shops and business establishments, except for liquor outlets, will be allowed to operate 24 hours a day in key urban areas such as Guwahati, Dibrugarh, and Silchar. This move, unveiled by Chief Minister Himanta Biswa Sarma following a recent cabinet meeting, is poised to offer substantial benefits to businesses and local communities across the state.

Key Aspects of the 24X7 Operations Policy

The decision to allow shops to operate around the clock is expected to provide enhanced flexibility for businesses, making it easier for them to serve customers at all hours. According to Chief Minister Sarma, the primary aim of this policy is to boost Assam's economy by providing local businesses with the opportunity to operate in a more dynamic and customer-centric manner. Here are some key points to consider:

  1. Economic Growth and Flexibility
With shops in cities like Guwahati, Dibrugarh, and Silchar permitted to remain open 24/7, businesses will have the opportunity to cater to customers at any time of the day or night. This flexibility is expected to help businesses better meet consumer demands, increasing revenue and enhancing overall economic activity in these urban areas.

  2. Job Creation and Employment Opportunities
As shops extend their hours, there will be a significant demand for workers to manage night shifts. This could lead to the creation of new employment opportunities, particularly for individuals who prefer non-traditional working hours. The introduction of three shifts per day will help maintain smooth operations and ensure workers do not exceed the maximum work hours of nine hours per shift.

  3. Boosting Local Businesses
For small businesses, the policy change represents a significant opportunity. By offering extended operational hours, businesses will be able to increase their service offerings and attract a wider customer base. This could prove especially beneficial for establishments like restaurants, convenience stores, and local shops, helping them compete in the evolving retail landscape.

  4. Encouraging Tourism
The move to allow 24-hour operations also supports tourism in Assam, as it offers tourists the ability to explore the state's retail offerings at any time, enhancing their overall experience and convenience.

Liquor Sales Hours Remain Restricted

While the new policy permits most shops to operate 24/7, it’s important to note that the sale of liquor is excluded from the policy. Liquor outlets will continue to be subject to the state's existing regulations, with their operating hours remaining restricted.

This move ensures that alcohol consumption is regulated in accordance with Assam’s laws while maintaining public welfare. Liquor sales will be restricted to specific hours, in line with government policies designed to manage alcohol availability and ensure responsible consumption.

Shop Operating Hours in Other Towns and Rural Areas

In towns outside of Guwahati, Dibrugarh, and Silchar, all shops will be allowed to remain open until 2 a.m., offering greater flexibility for businesses in these areas as well. However, in rural areas, shops will need to close by 11 p.m. to maintain a balance between convenience and public order.

Other Key Announcements from the Cabinet Meeting

In addition to the 24X7 operation policy, the Assam government has approved several other initiatives, including a ₹262 crore allocation for road construction in tea garden areas. This investment aims to improve infrastructure in rural areas, facilitating better connectivity and supporting local communities.

Chief Minister Sarma also addressed the concerns of the Moran community, announcing that members living in Arunachal Pradesh would be eligible for permanent residency certificates (PRC) from Assam if they apply. This step aims to resolve issues faced by the Moran community, particularly in relation to their current lack of PRC in Arunachal Pradesh.

Conclusion

Assam's decision to allow 24X7 shop operations in key urban centers marks a significant step toward revitalizing the state’s retail sector and boosting economic growth. By extending operational hours, businesses will gain greater flexibility and job creation opportunities, while residents and tourists will benefit from increased convenience. Although liquor sales will remain restricted, this policy change is expected to have a lasting positive impact on Assam’s economy and the livelihoods of its people.

As the state continues to grow and evolve, these new policies reflect Assam’s commitment to fostering a thriving, dynamic business environment.
